HotY and their EPC Rating

We’ve just had an article published by the AJ which extends the discussion about HotY & their EPC ratings but this year putting this into some context since EPCs were introduced. If we’ve been able to improve the efficiency of appliances since they’ve had EPCs, why aren’t houses following the same transformation?
